Toolkit for All Core Measures What is a Core Measure? A "Core measure" is a specific item that can easily be measured in many hospitals. The Joint Commission and the Centers for Medicare and Medicaid Services (CMS) use this method in order to make valid comparisons between hospitals. Evidence has shown that if we follow valid, reliable procedures, then people in the hospital will get well sooner and hospitals will be safer. Core Measures establish standardized sets of valid, reliable, evidence-based "core" measures that can be used to track progress in making hospitals safer for everyone. In December 2002, organizations representing America’s hospitals joined with consumer representatives, physician and nursing organizations, employers and payers, oversight organizations and government agencies to launch the Hospital Quality Alliance (HQA).
